TCEC Officer Nominees

Below is the slate of nominees for TCEC officers for 2009-2010 as put forth by the Nominating Committee. The slate of candidates is available for view and comment is accepted for 30 days. After which time registration for voting will be made available to our members (membership number required). Voting will close on June 19th, 2009 prior to the annual TCEC Conference Luncheon. Election results will be announced and new officers installed during the luncheon. The Vice President and Secretary will serve one year terms, the Treasurer is a two-year position. The Vice-President automatically becomes President-Elect the next year and then President the year after that. For Secretary

Jessica A. Rueter, Ph.D.
Educational Diagnostician, Northwest Independent School District
Adjunct Assistant Professor, Texas Woman’s University

Jessica is active in classroom instructional and assessment practices in Northwest Independent School District. Her research interest includes evidence based interventions recommended by educational diagnosticians. As an Adjunct Assistant professor for Texas Woman’s University, Dr. Rueter teaches graduate level assessment courses. She also teaches undergraduate special education courses. Dr. Rueter is a frequent presenter at international, national, state, and local conferences, including TCEC. Moreover, she assisted in the design of the TCEC 2009 conference sessions.

Jessica is interested in seeking the position of secretary because she would like to take a more active role in TCEC. As a board member, Dr. Reuter will contribute to the field of special education by assisting fellow members and colleagues at the state level.

Leann DiAndreth-Elkins, Ed.D
Assistant Professor of Special Education, Texas Tech University

Leann teaches undergraduate and graduate courses in special education including a course to introduce early childhood majors to the importance of the RTI process and adapting instruction for students who learn differently. Leann’s research interests include transition services for middle school students who are transitioning to high school and high school students who are preparing for employment or postsecondary education as well as postsecondary education services for students with disabilities. Leann is a member of the Council for Educational Diagnostic Services, a division of CEC, the editor for the CEDS Communiqué newsletter, and served as a proposal reviewer for the CEC annual convention.

Leann is interested in getting more involved in TCEC and connecting with special education professionals throughout the state of Texas. She views the TCEC secretary position as an opportunity to do both.

For Treasurer

Frank Dykes
Assistant Professor of Special Education, University of Texas at Tyler

Frank has served in the positions of special education teacher, educational diagnostician, and director of special education. Currently, he is an Assistant Professor of Special Education at the University of Texas at Tyler and is a co-advisor to the Student CEC group at the university. He has also served as the Recording Secretary for TCASE from 2002-2004.

Frank is interested in serving as Treasurer of TCEC in order to give back to the organization and the special education community.

For Vice President

Rochell McWhorter
Educational Diagnostician, Lindale Independent School District

Rochell has been a member of the Board of TCEC three years serving as Secretary. She is also a long-time Special Educator, completing her 15th year as an Educational Diagnostician and is currently working in the Lindale Independent School District in East Texas. Additionally, she is a doctoral candidate at Texas A&M University and a part-time instructor at The University of Texas at Tyler. She is specifically interested in the innovative uses of technology for unleashing human expertise and enhancing the lives of those with disabilities. In addition, Rochell has initiated numerous peer tutoring programs over the past two decades to support both teachers and students in mainstreamed settings and is studying the benefits of peer tutoring for K-12 schools. She enjoys traveling, researching, genealogy and spending time with her family.

Rochell’s three years of service on the TCEC Board as secretary has created an interest in expanding her activities into other areas of service to TCEC.

Officers’ Responsibilities as described in the TCEC Constitution and By-Laws

The powers and duties of the Vice President shall be:
1. To serve in the place of, and with the authority of, the president in case of absence or inability to serve by the president and president elect; and
2. To plan and coordinate the Texas Social at the annual conference of The Council for Exceptional Children.

The powers and duties of the Secretary shall be:
1. To keep a careful record of the proceedings of each meeting of the Executive Board and the Delegate Assembly;
2. To carry on correspondence as necessary for the operation of the unit;
3. To assume custody of all records except those specifically assigned to others;
4. To keep accurate lists of the Executive Board, the Delegate Assembly, and committee members;
5. To have available copies of the Constitution and Bylaws, and minutes of all meetings of committees, assemblies, and conventions; and
6. To transfer all records to the new secretary at the time of installation.

The powers and duties of the Treasurer shall be:
1. To serve as custodian of the funds of The Texas Council for Exceptional Children;
2. To pay out money for expenses approved by the Executive Board and on authorization of the president;
3. To make an annual report of the financial status of the Texas Council for Exceptional Children to the Executive Board and at the annual business meeting;
4. To prepare and submit an annual budget for approval by the Executive Board;
5. To submit record of all monies collected and expended to the accounting firm/bookkeeper for auditing; and
6. To transfer all monies and records to the new treasurer within 15 days after installation.
