TCEC Officer Nominees

Below is the slate of nominees for CEC:TEXAS officers for 2011-2012 as put forth by the Nominating Committee. The slate of candidates is available for view and comment. Registration for voting will be made available to our members (membership number required) during the CEC: Texas Conference. Voting will close on June 10th, 2011 prior to the annual TCEC Conference Luncheon. Election results will be announced and new officers installed during the luncheon. The Vice President and Secretary will serve one year terms, the Treasurer is a two-year position. The Vice-President automatically becomes President-Elect the next year and then President the year after that. Questions or comments should be emailed to the CEC: Texas Nominations Chair, Tammy L. FOR SECRETARY


Jennifer Alward

Jennifer Alward is a Teacher of the Visually Impaired for Fort Worth Independent School District. In addition, she is a Doctoral Candidate in Autism Research and Leadership at the University of North Texas. She has taught in general education and special education for the past nine years. Jennifer has made presentations at numerous international, state, and local conferences. Previously Jennifer has served on the board for the Autism Society of the DFW Metroplex. She was elected as President in January.

My education certifications are all for teaching areas in Texas and include Generic Special Education (PK-12), Elementary Self-Contained (1-8), Elementary Mathematics (1-8), Elementary Life-Earth Science (1-8), Texas Mid Management (PK-12) and Master Reading Teacher (EC-12). I have a strong technology, learning disabilities, and reading background. My training consists of a B.S. in Elementary Education with an Interdisciplinary minor in Math-Science and Special Education, a M.Ed. in School Administration from Angelo State University, and a PhD in Educational Psychology from Texas A&M University with an emphasis on Special Education Leadership, Mild/Moderate disabilities, and Reading instruction to special needs students. My professional background includes 7 years as a public school general (inclusion) and special education teacher (K-8), and 9 years at the post-secondary level.

In 2008, I was President-Elect for the Virginia Council of Learning Disabilities and Chairman of their Spring Symposium. Part of my responsibilities, having been the past treasurer, was to secure and arrange for a location for the state symposium. Even though I had moved to Texas, I retained my position with the organization until I had completed my obligation and my duties to chair the Spring Symposium. In 2009, coordinated an Autism conference at Angelo State University. The event was a one-day event with approximately 300 in attendance from across the state. Michelle Winner Garcia was the primary speaker.

Currently, I am the advisor of the Student Council for Exceptional Children (chapter 1214) and the Special Education Ambassadors at Angelo State University. I am currently the co-chair of the Educator’s with Disabilities Caucus, a caucus of the Council for Exceptional Children. I have served in the capacity for the past 2 years. I am also currently a member of the diversity committee, a standing committee for the Council for Exceptional Children. In addition, I have been a member of the technology committee for the Council for Learning Disabilities (CLD) for the previous 2 years and I now currently chair that committee. I have served as a member of the awards committee for the Texas Council for Exceptional Children (TCEC) where my responsibilities include the annual review of nominations for researcher of the year, teacher of the year, and small research grant proposal recipients.


FOR VICE PRESIDENT

Carla M. Proctor

Carla M Proctor has 7 years of teaching experience as a high school teacher and coordinator of special populations for dyslexia, reading, and ESL teacher in rural and intercity, low and high socioeconomic school districts in the Dallas area. She was an area coordinator, Lead Dyslexia Teacher for 6 years and currently is an Educational Diagnostician for Dallas ISD and adjunct professor for the Special Education Department of Texas Woman’s University. She earned a BA in Literary Studies and a MA in Interdisciplinary Studies/ESL with a focus on Language Development from the University of Texas at Dallas. She finished a Ph.D. in Special Education/Administration from Texas Woman’s University in May of 2010. Her doctoral dissertation, Educational Diagnosticians’ Perceptions on the Link between CHC Theory and Recommendations of Instructional Interventions and Accommodations, which focused on perceptions of highly qualified Educational Diagnosticians who passed a rigorous state exam to earn a Registered Professional Educational Diagnostician certification. She recently passed the national exam to become a National Certification of Educational Diagnosticians. Her state of Texas certifications include: Educational Diagnostician, Master Reading Teacher, Special Education, Principal, Elementary Education, Secondary Education, English, English Language Arts, English as a Second Language, Gifted and Talented. She is a Certified Academic Language Therapist and Licensed Dyslexia Therapist. She currently serves as a Board Member of the Dallas Branch of the International Dyslexia Association and is President-Elect of Dal-Metro branch of the Texas Educational Diagnostician Association.

Carla has been married for 38 years. She and her husband Stan have two sons and a daughter, two daughter-in-laws and one future son-in-law, and three beautiful grandchildren.

Officers’ Responsibilities as described in the TCEC Constitution and By-Laws

The powers and duties of the Vice President shall be:
1. To serve in the place of, and with the authority of, the president in case of absence or inability to serve by the president and president elect; and
2. To plan and coordinate the Texas Social at the annual conference of The Council for Exceptional Children.

The powers and duties of the Secretary shall be:
1. To keep a careful record of the proceedings of each meeting of the Executive Board and the Delegate Assembly;
2. To carry on correspondence as necessary for the operation of the unit;
3. To assume custody of all records except those specifically assigned to others;
4. To keep accurate lists of the Executive Board, the Delegate Assembly, and committee members;
5. To have available copies of the Constitution and Bylaws, and minutes of all meetings of committees, assemblies, and conventions; and
6. To transfer all records to the new secretary at the time of installation.

The powers and duties of the Treasurer shall be:
1. To serve as custodian of the funds of The Texas Council for Exceptional Children;
2. To pay out money for expenses approved by the Executive Board and on authorization of the president;
3. To make an annual report of the financial status of the Texas Council for Exceptional Children to the Executive Board and at the annual business meeting;
4. To prepare and submit an annual budget for approval by the Executive Board;
5. To submit record of all monies collected and expended to the accounting firm/bookkeeper for auditing; and
6. To transfer all monies and records to the new treasurer within 15 days after installation.
